Fix MS-Windows build broken by fixing bug #12776 on Posix platforms.

 src/w32proc.c (getpgrp, setpgid): New functions.

 nt/inc/unistd.h (setpgid, getpgrp): Provide prototypes.
 nt/config.nt (GETPGRP_VOID): Define to 1.
